Deluge is not downloading torrents

My port is open according to bltadwin.ru The download directory is writable. I've had three torrents complete, but a ton of others just never start. The tracker works, and there are peers (ubuntu image). The same torrents work on my main pc. bltadwin.ru It's better to rename deluge directory to deluge_old and after fresh start (deluge creates all default config dir and files), shut down deluge and daemon copy all your torrents files from ~/.config/deluge_old/state dir to ~/.config/deluge/state, start deluge again - all your previous torrents return and will be add to seeding after re-check.
